A videophone is (broadest definition) any smart phone that can send/receive/view videos; in particular, a videophone refers to the mobile device utilized by people who are deaf/speech-impaired, allowing them to communicate using sign language. Videophone are also popular in telemedicine, users with mobility issues, and in educational instruction.

Video Relay Services (VRS) - service offered by telecommunications companies where a sign language interpreter uses a conventional telephone, while at the same time communicating with the deaf person's party.
Video Remote Interpreting (VRI) - service where video equipment is used to do on-site language translation. Sign language interpreters work remotely with live video/audio feeds, allowing them to see deaf/mute part, and converse with the hearing party, and vice versa. Video interpreting can be used for situations in which no on-site interpreters are available, however video interpreting cannot be used for situations in which all parties are speaking via telephone alone.
VRS and VRI interpretation requires all participants to have the necessary equipment (hardware)
The U.S. (and other countries) compensate companies providing VRS.
