FontForge - Windows
FontForge (Windows) is an outline font editor officially distributed in only source code form. Expanding on prior work to create a Windows build system, this package aims to distribute user friendly FontForge binaries for Windows as well as the underlying build system itself.
FontForge allows you to edit outline and bitmap fonts. You may create new ones or modify old ones. It is also a format converter and can interconvert between PostScript (ascii & binary Type1, some Type3, some Type0), TrueType, OpenType (Type2), CID, SVG.

Glyphtracer
Glyphtracer takes an image of letters. It detects all letter forms and allows the user to tag them. They are then vectorised and passed on to Fontforge for fine tuning.
DoubleType
DoubleType is a type designer (font editor) that builds TrueType font files. Thanks to Java, it runs on Windows, Linux, & Mac. Glyphs are stored in XML based file to aid teamwork. Efficient glyph design by combining existing glyphs and modules.

TTX/FontTools Converts OpenType and TrueType fonts to and from XML.
TTX is a tool to convert OpenType and TrueType fonts to and from XML. FontTools is a library for manipulating fonts, written in Python. It supports TrueType, OpenType, AFM and to an extent Type 1 and some Mac-specific formats.

Adobe Type Manager Light (atm Light) is a (free) font utility for viewing/printing PostScript fonts.
atm Light is a system software component that automatically generates high-quality screen font bitmaps from the PostScript® outlines in Type 1 or OpenType® format. With ATM, you can scale your fonts without the characters appearing jagged, and you can also enable "font smoothing," which further improves the appearance of your fonts onscreen by using your computer monitor's color palette to intelligently improve the rendering of characters. atm Light also allows you to print PostScript fonts on non PostScript printers, and can be used to create custom instances of multiple master fonts.

SIL TypeTuner
SIL TypeTunerTypeTuner is a tool that can change default glyphs and behaviors in certain SIL fonts, if the current defaults do not fit your needs. Basically, the glyphs or language-specific behaviors that you may need but don't appear to be present could be available. The desired glyphs must be present in the fonts as alternatives, TypeTuner doesn't create new glyphs.

ttw is a web delivery system for tuned versions of SIL fonts. ttw allows for font tuning development in-browser, as opposed to downloading TypeTurner, and editing xml configuration files via command-line, on each font file.
atm (Adobe Type Manager)
Software that allows earlier versions of Windows to display Type 1 and Multiple Master fonts on screen. The latest (and discontinued) version is atm Deluxe, and it allows users to arrange fonts in folders that can be turned on and off, provides more control over printing font samples, and also works with TrueType fonts.
Note: Windows XP does not reguire atm to display standard Type 1, however it does require it to use multiple master fonts.

volt (Visual OpenType Layout Tool)
volt is a microsoft tool that allows you to edit the tables graphically, which makes things very easy to grasp. However, I found that it is difficult to edit the font afterwards. Also, VOLT does not support using contour points as mark anchors, which makes hinting anchors impossible. Adobe's Font Developer Kit contains an OpenType layout compiler as well. This one works with an input file containing a textual description, just like OTComp. It is, however, much geared towards Type 1 fonts, and does not support mark anchors contour points either.

weft (Web Embedding Font Tools) weft lets web authors create font objects for viewing fonts in web sites. TrueType Viewer ToolTrueTypeViewer allows users to view TrueType fonts; very useful for debugging TrueType instructions as well as OpenType Layout Features.
