A Photoshop action is just a record of a sequence of post-processing steps. If you work on a photo, you’ll see that Photoshop keeps a history of what you’re doing. An action is very similar to that history, but you can play it back on different photos to make the program do the work for you.

Filter Forge is an application and plugin for Photoshop and compatible 8bf plugin hosts, allowing users to apply programmable image processing filters, as well as to define them with a visual node-based filter editor. Filter Forge's salient characteristics include floating point processing, antialiasing, as well as support for producing bump maps (and normal maps in addition to textures). Filter usage relies on a simple ui set with a list of presets and input controls (sliders, lists, colour pickers,...) which are included in the filter dataflow.

Filter Forge is used throughout Creating a Wet and Muddy Rocks Texture blog post for more reference.
